While I'm excited to have Brooks, I can see a bit of hesitation in thinking he's a ready replacement for Allgeier.
Last year Brooks was #143 in rush yards and profiled similar to Utah's backup TJ Pledger. Allgeier was #4 in rush yards.
That makes it sound worse than it is - Brooks lost carries to start the year and they went back to him once they realized he was the top option. And in 2019 he was #64 in rush yards (albeit at a lower clip). Beyond that, running backs are highly fungible. A large portion of their success (clearly not all) depends on OL and scheme.
Given that, I think Brooks is a good solid replacement and should do well (though obviously not Allgeier levels). The only argument I can see against ranking BYU is someone believing Allgeier was the sole engine of BYU success (I think he was the biggest individual part, but lots of other contributors) and thinking that Brooks is a "just a guy" RB (deferring judgment for now but don't think so).
That's the only way I can see it happening, but both those seem like worst case beliefs
