ACC teams can't/won't go to Big 12 unless B1G and SEC take 8+, so it isn't happening anytime soon.
So trying to figure out who is left means you have to reckon with those two conferences taking the top 8 teams (or waiting until 2036)

That means Clemson, Florida St, Miami, North Carolina are definitely off the table, regardless of which conference grabs them.

But finding another 4 to go to the B1G or SEC is tough. They'd have to want 4 of Virginia Tech, Virginia, Duke, Louisville, Pitt, North Carolina St, Georgia Tech
(with the sure knowledge that Syracuse, Boston College, Wake Forest almost certainly left on the table).

Maybe from that group they take Virginia (academics and population), Georgia Tech (academics, footprint), Duke (academics and basketball) and ... Virginia Tech?

So that leaves the Big 12 to take 4 from Louisville, Pitt, NC State, Syracuse, Boston College and Wake Forest. Honestly, at that point, I think I'd prefer the 4 corners schools to whatever the 4th option is among that group.

The reality is that the Big 12 is eventually going to need good programs to join the conference so it makes no sense to weaken their perception by having them outside the P5 for a while.
