If UW and UO won't join the Big12 then there is no good reason to expand west right now.

I know lots of people are infatuated with the idea of outright destroying the PAC10 by picking up Arizona, ASU and Colorado, but that seems to be an attempt to spite Utah, not an effort to bring value to the Big12.
