Ref determination of forward progress doesn't require player to be tackled.

Go watch a replay with the sound on. Refs blow the play dead before RB handed of to QB. I will agree that the whistle was premature but it was blown.

Edited:
Actually after rewatching that play again the RB was stopped, wrapped, and driven backwards about 5 yards. Refs were correct in blowing the play dead.
