USAID one time asked us to check on their grape "factory" in a remote location in Afghanistan. Apparently they gave some Afghans $1M for this "factory". Checked it out. Was nothing more than a small vineyard with a blue USAID tarp hanging over the wall. Probably cost only about $500. Where the other $999,500 went is anyone's guess.
