Maverick was great, but Tom Cruise is not the action goat by any means.
Stallone has Rambo and Rocky which are two of the biggest action franchises of all time. Daniel Craig's bond movies are better than the Mission Impossible movies. Maverick was the only Tom Cruise movie I've ever loved (Maverick). I'd put him in the 4-5th best all time right behind Mark Wahlberg (probably shouldn't be that high, but I'm really biased).
