That isn't at all what it means. It means that the Church as a society places a high value on marriage and the rearing of children; couples marry and have children at a time when they are not yet tied to a specific area, and so they tend to tie themselves to places where grandparents can assist with young children; because wives tend to be the ones providing childcare, this means by her parents.
