No, his whole foot came down and the heel was out of bounds.
The toe came first and appeared to be in, but in one motion the rest of the foot came down. Since it was one motion (no toe drag), the whole foot must be in bounds for the toes to matter. Consequently, the foot was out of bounds because the heel was out.

The knee wasn't relevant at that point... unless you judge the knee to have come down before the foot, then he is also out because the knee was clearly out.
