Let the HOA deal with it, it's what they're for
I'm on our HOA board and when dog poop gets reported, we have our management company send a letter and sometimes issue a fine for repeat offenders. Nice way to stay out of it and let the nameless HOA do its job - that's why you pay your HOA fees.
