It’s closer to golf than any major sport, in terms of technique/skill.

Football requires the least amount of skill of any major sport, with basketball next.

So, I agree, that it would take kids growing up only playing soccer to become a world power. But we wouldn’t dominate until the skill set matches up with athletics.
