My only advice to you is to network hard
If there's a posting you're interested in, try to find someone you know that works at the company you're applying to that can get you an interview. If you don't know anybody, find someone in recruiting and ask for their help getting you to the right person.
Recruiters are being slammed with resumes right now. Just having a good background isn't enough anymore unfortunately. Because they're getting hit so hard, there's a lot of good people that get lost in the shuffle.
