I'm not an expert, but I think there are different reporting requirements for

Serie A and for the Italian stock exchange. Since Juventus is a publicly owned firm, they have to report under certain restrictions, but apparently did not normalize the numbers when reporting to Serie A. Evidently they knew exactly what they were doing, hence the hefty fine.
