No, they don't do that. Having served for 2+ years right now, I can assure you

that the plan for young men coming to serve is never 12-17 months. The call letter is still the same ("It is expected that you will serve for a period of 24 months").

If a missionary chooses to go home after 12 months there isn't really anything that a mission president or anyone else can do about it.
