Not all, and probably only a small % of new homes
Are built where crop were grown.
I'm guessing that water demand has increased for agriculture and residential overall over time as the state population has increased.

I’ve read on CB that agriculture uses more water than people/subdivisions in northern Utah. That doesn’t seem plausible.
