This might be more work than you feel like doing but I recommend you identify where he usually parked his car at his
home. From there, there is a good chance that the apartment complex or nearby residences or businesses have cameras that could show his car going a specific direction once he leaves his residence.

If you find his first move, you can then track down traffic cameras at intersections or cameras at businesses and residences in the direction he was heading. There is a chance that the Orem PD has a database of registered cameras in the area which help them save time by not having to knock doors but rather identify those who registered their cameras with the city.

Ask the PD if they have License plate recognition cameras in Orem city or if Utah county has any. If Utah county sheriff have some, it’s possible that your brothers car pass by a camera mounted on a police car or passed by a fixed camera location.
