B12 was going through all of this before the PAC was. Think back.
OU squashed B12 expansion (and BYU) in 2018ish. USC did the same to the PAC in 2021/22.
OU/UT bolted in 2021, and the B12 added four schools within two months. USC/UCLA bolted in 2022, and the PAC 12 did nothing. But, what option did they have? They have no schools that are additive at all. B12 at least knew BYU was additive and the other schools brought inventory and have potential. PAC has nothing but hope, top tier programs that are openly courting the B10 and most schools not willing to sign a GOR.
