16 is definitely too many for a penniless conference. There is no magical,
"perfect" number for a conference. Shoot, a single conference with multiple divisions could easily be in charge of all of the top level of college football.
The one I don't get is the thinking that if either the SEC or B1G expands further, that means the other has to follow suit just to keep the conference number equal.
