Only Amazon wants tier 1. And they only want 1 a week. ESPN wants filler games
at pennies on the dollar to fill in random gaps. They don't want the PAC's tier one content, especially not at tier one prices.
ESPN has plenty of Tier one games already. They don't need more, especially while looking to cut costs.
