Often times someone is really articulate and so they "sound smart" when, in fact, they are really not that bright. The opposite can be true also.
It's also possible to be an expert in an area without being the most intelligent person in the world. There are a ton of football experts that fall in this category. Brilliant in that particular space, but maybe less so outside of it.
Hans doesn't sound intelligent when he speaks because he is not particularly articulate. His football knowledge is dramatically higher than the average joe's and even higher than the average football commentator, but when he's shooting the bull on non-football topics his fellow commentators run circles around him. I think that (combined with his KW love) is what's kept him around in Utah sports radio for so long.
