Depending on exactly which roads you take, it’s not bad. There are even some

sections with newer asphalt...nice and smooth. 
But as you'd guess, there are some typical Utah roads that are in need of repair. 
The best part for your friend is the lack of hllls. 
Very little elevation gain. I did 58 miles and less than 1,000 feet of gain - and most of those came on the West Mountain section.
