Last time the Big 12 had a "Pro Rata" with ESPN & FOX, they put on the 2016 show
The dog and pony show where the Big 12 showed great interest in expansion from applicants, only to finally settle have ESPN & FOX fork over more money in exchange for striking the Pro Rata provision and picking up the Big 12 Championship game.

I don't believe the contract is that simple or that binding; we know nothing about the actual terms & conditions
