What is holding the first school(Colorado, Arizona state, etc) from being the first one to bolt from the Pac12? Are they

For some reason hoping the pack 12 sticks together in someway? Are they obligated to a contract?

I am just trying to envision things from their side as to why they would possibly be fearful of being the first one to make the change.
