Having a special board meeting on relatively short notice isn't a huge deal (you can see they average about 2 of those per month).
Of course those weren't all executive committee only, and they often had topics unrelated to athletics. So this absolutely could be THE meeting... but I don't think that them saying it isn't a big deal is evidnce that it IS a big deal.
The smoke from elsewhere absolutely does mean this one has a higher chance of being meaningful - as does the topic for discussion. I just don't read any extra smoke into them saying it's not a big deal though.
