I think you would have to go back and look at the previous meetings, especially
the 2011 meetings, and see if they ever authorized the chancellor to make a deal. If the the CU chancellor is authorized to make a deal without the Board’s consent, then they don’t need any further action from the board

If the chancellor does not have authority to negotiate a conference deal, then we are probably looking at a longer process. The regents would need to approve, which would require a noticed action item. That would take some more time.

My suspicion is that back in 2011 they authorized the chancellor to negotiate and consummate these deals and any agreement would not require sign off from the regents. However, you would expect the chancellor to inform the board prior to making the news public to avoid getting into politically hot water as happened with ucla. That could be what’s happening here or it could just be another meeting
