I actually think the ACC and B12 vote the other way. There are 16 votes in total
9 votes from the four biggest conferences and ND would seal the deal. Highest ranked teams get in. ND will be at a serious disadvantage without a CCG
It could be by that time that there aren’t 5 power conferences but just 4. That could affect the dynamics. Another factor will be paying players if that becomes law. Some entire conferences could disappear from FBS. Or it could go to a new division. Lots of uncertainty around the future. Two years is a long time right now
