every big pro league has a sales arm/team devoted to growing/marketing their
league overseas. The domestic TV contracts earn the most money, but some of the pro sports leagues earn some small revenue from overseas TV rights.

By Big 12 focusing on Monterey as opposed to just Mexico as a whole, there is a possibility of making a sentimental connection with the northern Mexico neighbors. Perhaps it leads to a small Mexico TV rights deal for big 12 sports/bball in Mexico?

Regardless its only giving up one home game so its not a humongous loss from the big 12 market side.
