Knowing the tax laws in over 100 foreign countries is pretty complex.

The Church has to comply with charitable giving and tax laws in every country where members pay tithing, fast offerings, etc. I think that is extremely complex when compared to a university that only has US tax laws to consider - and there are 100s more universities just like them that they can copy.
