We can't hire enough officers. Cameras would help. In addition, road design
That makes aggressive driving less likely. Doesn't help much with the freeway where driving fast is the point but in town we can design roads to naturally slow people down by making it less comfortable to drive fast. Then you don't need to police it as much

It's not about the speed limit. If you're being passed on the right, technically you should be over the right.
