No, there are crappy drivers everywhere. To date, in my experience, the worst
drivers are in Cairo, Egypt. But based on my experience of significant driving in about 15 major cities over the past 10 years, Utah is by far the most dangerous, IMO, and specifically on I-15 (which I get tests the patience of many). While part of that is due to some head-scratching road/highway design by UDOT, most of it is due to what I see as very reckless driving by Utah motorists.

If I pass you on the right, that means there was room on the right where you weren’t passing cars. You were in the wrong

It's not about the speed limit. If you're being passed on the right, technically you should be over the right.
