World record cliff jump of 59 meters hit the water at 76 mph. He looked shaken,
but appeared to be okay. If someone out of a plane could get terminal velocity down close enough to that through clothing or other means, or even just hit a bit of a wave or something to help break surface tension, it's very plausible to survive from much higher.
