This turn lane is a through traffic lane. Two through traffic lanes add with this turn lane to form a three-lane road.

There are additional turn lanes on the right for access to a shopping complex. But that’s definitely not the problem.

The problem is people treat the turn like there is a yield sign and whenever oncoming through traffic is present, rolls stop and wait for the traffic to clear before proceeding even though there is no risk because of the dedicated lane on the back end of the turn.
