Tax question: If I took the standard deduction previous years but am itemizing
this year, can I use previous years' charitable contributions (in this case tithing) as charitable contribution carry-over on this year's tax return? TIA

That's right. You can only use charitable donations as itemized deductions in the year they were actually donated. But

There is, but only if your contribution was limited by AGI.
