Police won't come over for anything less than $1,500. They've given up...
...since the local judges won't prosecute.
But, if I get them for a trespass, then I can get some law enforcement support. But I can't declare anyone trespassing until I catch them the first time.
So, I'm obligated to give every tweaker and thief a shot at us before I can do anything.
