But, isn't "development" the normal training you give your players during the season because you need them to be better? You play your bench when you can to keep them sharp and help them feel like they are contributing. In the years past, that was also done to "develop" them for the future. That's the aspect that is being lost when they then quickly transfer.
This is just all such a new horizon and there seems to be more questions than answers.
It seems high school players are beginning and will continue to suffer the most impact. You know that there will now always be players that have been "developed" past what the high schoolers have.
