I spend a lot of time on the Jordan River Trail
and by the smell coming from the treatment plant outlets, I guarantee you that water is not potable.
Looking at the the EPA regulations, because there are no potable water inlets along the river, Utah and Salt Lake County are exempted from many of the rules about how the water has to be treated before release.
