The problem here is money. If UDOT had the money to build a freeway that would
serve the need for the next 50 plus years they would have done it. Instead they bought the land (while it was relatively cheap) and built the frontage roads. Trust me, all of these lousy city planners and everyone at UDOT wishes that 2100 North was a freeway, that MVC stretched from Pelican Point to I-80, and that Pioneer Crossing was a grade separated facility from SS to AF.

The one way to get these projects completed is to get them funded. People need to stop complaining and talk to their state reps to allot funding to these projects.
