I was told in traffic school by a Salt Lake City police officer that this is perfectly legal in Utah as long as you are over the line when the light turns red. There are plenty of intersections where not doing this would cause very bad back-up situations because the left turn lane rarely gets a green arrow and there is a constant flow of traffic from the other direction.
