do with not having more than one car in the intersection. This statute interpreted by non-lawyer me says:
When the light turns green. Please look at anyone currently in the intersection or adjoining crosswalks that you have to pass over and yield to them. Let the intersection clear. After that you may proceed.
e.g. if there are 3 cars still in the intersection waiting to clear, then you have to wait for them to get out of the way. The green light doesn't say you can just drive through wherever they are trying to go.
