The bottom discharge is the relief valve. It discharges when you have a failed
Check valve. This is usually caused by dirt/ debris in the system that is not allowing a proper seal of the check valve.

Mine was just leaking. Found a little piece of something on the check valve. Pushed it in a few times and it came out.
