“Meant to” is a loaded word.
“That’s a pretty penny for some weight loss” isn’t the right way to look at it IMO. A more accurate viewpoint would be “that might be good value to prevent diabetes, sleep apnea, osteoarthritis, heart failure with 1 drug before it happens rather than the 5-10 drug regimen/procedures that it takes to treat after the fact”.

Anecdotally people I see that those who are using it strictly for weight loss and are not morbidly obese, are losing 20-40 pounds, stopping the medicine and maintaining their newly rediscovered habits that had served them fine before life got in the way in their 30s/40s. Maybe they take a shot a month or every few months to reset. I see it as an awesome benefit of modern medicine. Kind of like an epidural for childbirth.
Why fault something that helps make life easier for the vast majority of users with relatively minimal negative consequences.

People with a lifelong history/family history of morbid obesity are likely going to need the medicines long term. There are a lot of things at play there besides just willpower. But again, likely an awesome trade off for the alternative of paying for diabetes with all its long term complications (dialysis, infections, neuropathy, heart disease, etc). Time will tell on that one.
