Louisville PD put out their incident investigation report on their public facing web page. Buried on the last page of the report is their body worn camera "Failure to Record" form. That form outlines the rough details of why the body cam wasn't turned on. That is followed by a explanation from the officer why the body cam was not on. This is what officer Giles had to say:

While directing traffic in front of Gate 1, the PGA personnel stopped a bus from entering Gate 1.  I observed a vehicle traveling in the opposing lanes coming at me.  I stoped the driver and advised him he could not proceed because of the bus.  He demanded to be let in, and proceeded forward against my directions.  I was dragged/knocked down by the driver.  I then proceeded to arrest the driver.

The video released today shows Scottie was making a left hand turn into the gate (and not coming from the opposing direction, in addition to not showing Giles being knocked down or dragged.
