Well it depends on how it works, that’s my point.
When the nba assigns the combinations, how do they do it? From what I’ve heard I think there is like 1001 combinations and the 1st team gets the first 120 or so, next team gets the next 120.
So the combinations that were drawn for Atlanta and Brooklyn(Houston) were the combinations assigned to the 9th and 10th lottery positions, meaning whoever finished 9th/10th were getting picked.

If the Jazz would have stayed at 9 or 10, they would have gotten jumped and lost their pick to OKC more likely.
