I don’t know exactly, but I heard a podcast with someone who has been in the room when the balls were drawn(don’t remember who exactly) and they mentioned how the teams with low lottery odds have the high ping pong ball numbers…they hand out the combinations with the low ping pong balls to the teams with higher odds. That kind of makes it seem like they give the same combinations out to the same lottery position each year.
