I had the same problem and (I think) finally figured it out.
They can access the web through Safari but also through apps like Duolingo.
But go to Screen Time -> Restrictions -> Content Restrictions -> Web Content -> and then select "Allowed Websites" and clear out the list of all allowed websites. It limits internet access from all apps including Safari.
