You’re probably moving more weight on the elliptical
You are moving your entire body weight on the elliptical, plus whatever your incline adds. You are also engaging more muscle, which burn calories.

The bike seat supports most of your weight and you are using fewer muscles, so you would need to increase the resistance a lot to exert the same amount of energy.
