I thought the point was that they do nothing to stop bad behavior. I just cited the conduct policy with the rules. There are people who may choose to break them but they do exist and they are often enforced. Look, kids at BYU will hang out past curfew and hang out with members of the opposite sex in a closed room after dark. That doesn't mean that BYU doesn't take that issue seriously. It just means that people will sometimes choose to break those rules. I was merely pointing out that there are efforts to curb bad behavior (the OP was stating that these efforts do not exist).
