I wasnt there for the incident, but there was no blood (I'm not even sure he actually bit, probably just scared her) and he was a much smaller dog than the one in the video as well. The next day while I was at school, animal control came by and picked him up and put him down. It was pretty devastating. I thought it was excessive in that case although my emotions surely clouded the issue.

That said, I would think that this dog should be put down. The attack looks pretty bad.
