It makes me mad that the woman is looking for every reason to blame the children
It doesn't matter if the kid stepped on the dogs tail. She had the animal at an outside seating area of a food establishment, that right there is the first problem. Second, she relied on 'good behavior' certificates to help her feel like it was acceptable to take the dog out into public spaces in areas where people are in close proximity to it.
