Yeah, but did you see the incident a few minutes before the attack?

The dog lunged at another kid and probably would have attacked had it not been restrained. This dog clearly does not have the temperament for being out in public, and the owners should know that. I seriously doubt this is the first time that dog has gone after a non-family member.
