If I were to develop something that addresses the enterprise
document it on what I did, how it is implemented (best practices and future proof) and taught you the parents how to manage it would you pay for that service? How much? Would a device be sufficient to put at sub division club house and have all homes go through this pipe, is that worth it and at what cost would be worth it?
Corp world is that all devices go to through their switches, routers and servers. Something like that to the homeowner level would be the solution and it is very very doable. Just don't know if parents want to pay the price for that solution. Oh, one time setup cost and YOU own the solution, you manage it and everything.
